納品の先にある地域へ—白獅子が仙台と高知で進める知と体験の循環

株式会社白獅子は現在、仙台と高知において、新たな拠点形成と事業展開の準備を進めています。 今年度中盤までには、それぞれの拠点を創設する予定です。

しかし、これは単なる支社設立の話ではありません。 また、事業領域を広げるためだけの動きでもありません。

私たちが進めているのは、各地で蓄積されてきた防災、医療、教育、地域実践の知見を、その土地だけに留めず、体験として再構成し、別の地域へ、次の世代へ、そして次の社会へとつないでいく取り組みです。

白獅子はこれまで、「知識と言語の壁を超える」を理念に、研究支援と社会実装のあいだをつなぐ開発を続けてきました。 弊社では3DCGやXRは、単なる表現技術ではないと捉えており、言葉だけでは共有しきれない理解を体験へ変え、資料だけでは揃いにくい危機感や実感を、地域の中で共有可能なものへ変えていくための技術です。

そして私たちは今、その役割を仙台と高知で、より深く実装しようとしています。

高品質なCG、コンテンツ制作だけでは、地域は変わらない

私たちは映像やコンテンツ制作のプロフェッショナルです。

そのため、高品質なXRコンテンツを制作すること自体は、当然求められる役割です。 しかし、行政へ納入しただけでは、公助の域を出ないことがあります。

どれほど完成度の高いコンテンツであっても、地域の中で繰り返し使われ、人が関わり、会話が生まれ、次の行動につながらなければ、本当の意味で地域に根づいたとは言えません。

だからこそ白獅子は、納品して終わりという考え方を取りません。

納品後の防災イベントへの協力、運用支援、保守管理だけでなく、提供いただいたデータをもとにした新たなコンテンツ開発まで含めて、継続的な展開を進めてきました。

私たちにとって、納品は完了ではありません。

納品後こそ、新たなスタートです。

社会実装とは、つくることではなく、使われ続けることです。

そして使われ続けるためには、地域の中で運用され、受け継がれ、再編集されていく仕組みが必要です。

龍野北高校で進めてきた、自助・共助を育てる実装

その考え方を象徴する取り組みの一つが、龍野北高校での防災VR制作指導です。

私たちは、生徒たちに対して「防災VR」をただ体験してもらうのではなく、実際に制作へ関わる指導を行ってきました。

地域の若者たちが自ら制作することで、防災は「与えられる教材」ではなく、「自分たちの地域を自分たちで考える営み」へと変わっていきます。

ここで生まれるのは、単なる技術習得ではありません。

自助・共助の感覚であり、地域の中で防災について語り合うコミュニケーションであり、その土地で次世代へ受け継がれていく伝統の芽です。

この取り組みは一昨年度から継続しており、今年度はさらに、来年度に向けて生徒たち自身が指導できる力を持つことを見据えて進めています。

つくる人を育てること。

伝える人を育てること。

愛媛大学でも進む、「研究者が地域へ返す」展開

同様の考え方は、愛媛大学での展開にもつながっています。

そこでは、研究者たちが県内の高校生、中学生に対して制作指導を行えるような流れを進めています。

研究知を大学の中だけに留めるのではなく、地域の若い世代へ返していくこと。その媒介として、XRやコンテンツ制作を活用すること。

これは単なる教育普及ではありません。

研究機関の知見を、社会の中で動く形へ変換する試みです。白獅子は、そうした橋渡しの役割も担ってきました。 ▶ VRで地域防災を次のステージへ、愛媛大学・森脇亮教授と白獅子、共同研究を開始。

仙台で進めるのは、「東日本の体験を高知へ運ぶこと」だけではない

仙台での展開もまた、単に東日本で得た知見をコンテンツ化し、高知へ持っていくという一方向の話ではありません。

仙台BOSAI-TECHで続けて来た講演・展示を通じて、私たちは東日本大震災を乗り越え、復興を進めてきた地域の知と向き合ってきました。

そこには、防災に関する深い実践知があります。

しかし白獅子が担うべき役割は、その知をそのまま運搬することではありません。

重要なのは、その地域で蓄積された経験を、別の地域でも機能する体験へと翻訳しつつ、さらに各地の文脈に応じて再構成していくことです。

また私たちはこれまでも、災害体験コンテンツを納めて終わるのではなく、納品後の地域イベント支援、保守管理、追加開発、教育展開へと接続してきました。

今回も同様に、仙台での取り組みを単発の展示や発信で終わらせず、地域で回り続ける仕組みとして育てていく考えです。

そして仙台では現在、災害体験だけでなく、

• トリアージ

• 避難所開設

• 防災訓練のマニュアル作成

といった、より実務的で現場運用に近い領域の展開に向けても準備を進めています。

防災を「体験すること」で終わらせず、訓練や判断、運営、実務へまで接続していくこと。

そこに、次の仙台展開の大きな意義がると考えています。

高知で進めるのは、防災だけではない地域実装です

一方、高知では、高知県や高知工科大学との連携のもとで拠点創設を進めています。

すでに白獅子スタッフが現地へ移り、展開を前に進めています。

高知での挑戦は、防災分野のみに限定されません。

これまで白獅子が培ってきた「くじらVR・AR」に代表される教育・観光コンテンツの知見を活かし、地域資源を新たな体験へ変えていく取り組みも視野に入れています。

私たちにとって、防災、医療、教育、観光は、個別の市場ではありません。それらはすべて、「知をどう伝えるか」「体験をどう地域に根づかせるか」という一つの問いでつながっています。

高知で進めたいのは、外から完成品を持ち込むことではありません。地域の知、文化、自然、課題と向き合いながら、その土地ならではの実装を、現地と共につくり上げていくことです。

拠点ではなく、知と体験の循環をつくる

白獅子が本当に目指しているのは、拠点数を増やすことではありません。

ある地域にある知見や経験を、その地域の中だけに閉じ込めず、別の地域へと渡し、さらにその地域で新しい形に育っていく循環をつくることです。

仙台で受け取る復興と防災の知。

そこへ医療・災害医療の知見を重ね、体験として実装していくこと。

高知で地域資源や教育、観光の文脈とも接続しながら、新たな展開へひらいていくこと。その往復のなかで、日本国内にとどまらず、環太平洋地域への展開も見据えています。

知識は、蓄積されるだけでは社会を変えません。

納品されるだけでも十分ではありません。理解され、共有され、地域の中で使われ、受け継がれ、行動へ変わっていくことで、初めて社会の力になります。

白獅子は、その変換を担いたいと考えています。

地元の皆様との協力が不可欠です

そして、この取り組みは、白獅子だけで実現できるものではありません。

地元の企業、自治体、地域団体、教育機関、研究機関の皆様と共に、それぞれの現場に蓄積された知見、課題、実践の積み重ねがあってこそ、現実に根ざした体験を形にして展開することが私たちの計画です。

私たちが目指しているのは、外から一方的に何かを持ち込むことではありません。

地域と共に整理し、共に再構成し、共に社会へ返していくことです。

仙台でも、高知でも、本当に育てたいのは支社そのものではありません。

地域と共につくり、地域の中で回り続ける仕組みです。

その実現には、地元の企業、自治体、団体、教育機関、研究機関の皆様のご協力が不可欠です。

私たちが届けたいのは、単なるコンテンツではありません。

また、単に美しく高品質な映像でもありません。

届けたいのは、社会の中にある知見を、次の行動につながる体験へ変えることです。

災害の記憶を風化させないこと。

復興の知を一地域の経験で終わらせないこと。研究や教育の知見を、現場で動く形へ変えていくこと。

地域資源の価値を、未来へ開くこと。

仙台で受け取り、高知でひらき、また別の地域へ渡していく。

Beyond Delivery: Building Community-Rooted XR Through a New Cycle of Knowledge and Experience in Sendai and Kochi

Snowlion Inc. is currently preparing to establish new operational bases in Sendai and Kochi, with launches planned by the middle of this fiscal year.

This is not simply about opening new branches.Nor is it just an expansion of our business footprint.

What we are building is a framework that takes knowledge accumulated in disaster preparedness, healthcare, education, and local practice, and turns it into lived, shareable experience—so it can move beyond a single place and be carried into other communities, future generations, and wider society.

Guided by our philosophy, “Beyond the barriers of knowledge and language,” Snowlion has long worked at the intersection of research support and real-world implementation.For us, 3DCG and XR are not merely visual technologies. They are tools for transforming knowledge into experience—making complex ideas more widely understood, and turning urgency, awareness, and practical understanding into something communities can truly share.

That role is now entering a new phase in Sendai and Kochi.

High-quality content alone does not change a region

We are professionals in visual production and immersive content development.Creating high-quality XR content is, of course, part of our responsibility.

But delivering content to a government body is not, by itself, enough. Even the most sophisticated content does not truly take root unless it continues to be used, discussed, adapted, and connected to action within the community.

That is why Snowlion does not see delivery as the end of a project.

We continue supporting local disaster-prevention events after delivery, provide operational support and maintenance, and develop new content based on data and feedback shared by our partners.

For us, delivery is not completion.What comes after delivery is where the real work begins.

Social implementation is not just about making something.It is about ensuring that it continues to live and function in the field.

From content delivery to community participation

One example of this approach is our disaster VR production guidance at Tatsuno Kita High School.

Rather than asking students to simply experience disaster-prevention VR, we have worked with them as creators. By participating in the production process themselves, local young people begin to see disaster preparedness not as something handed down to them, but as something they can shape for their own community.

What emerges is more than technical skill.It is a culture of self-help and mutual support.It is dialogue within the community.It is the beginning of a tradition that can be passed on to the next generation.

This initiative has continued since the year before last, and we are now advancing it further so that students themselves can develop the skills to teach others in the future.

A resilient community does not grow only by receiving content.It grows by nurturing people who can create, communicate, and carry it forward.

Returning research to society

A similar approach is also developing through our work with Ehime University.

There, efforts are underway to create a framework in which researchers can guide high school and junior high school students in content production. Rather than leaving research knowledge inside academia, the goal is to return it to the local community through younger generations, using XR and creative production as the bridge.

This is not simply educational outreach.It is an attempt to translate academic knowledge into forms that can move within society.

Snowlion has taken on that bridging role as well.

Sendai: not one-way transfer, but regional translation

Our work in Sendai is not about simply packaging lessons from eastern Japan and carrying them elsewhere.

Through our ongoing lectures and exhibitions at Sendai BOSAI-TECH, we have engaged with the lived knowledge of communities that experienced the Great East Japan Earthquake and continued the work of recovery. That knowledge is deep, practical, and hard-won.

But our role is not to transport it unchanged.

What matters is translating those experiences into forms that can work in other regions, while also reconstructing them in ways that fit each local context.

We have always treated disaster-experience content as something that must continue evolving after implementation—through regional events, maintenance, additional development, and educational deployment. Our work in Sendai will follow the same principle.

We are currently preparing to expand not only in disaster-experience content, but also into more operationally focused areas such as:

• triage

• shelter setup

• disaster training manual development

We believe disaster preparedness should not stop at experience alone.It must connect to training, judgment, coordination, and action.

Kochi: from disaster preparedness to broader regional implementation

In Kochi, Snowlion is moving forward with a new base in collaboration with Kochi Prefecture and Kochi University of Technology. A member of our team has already relocated there to begin local development on the ground.

Our work in Kochi is not limited to disaster preparedness.We also see potential in applying the expertise we have built through projects such as our Whale VR/AR initiatives to educational and tourism contexts—transforming local assets into meaningful experiences.

For us, disaster preparedness, healthcare, education, and tourism are not isolated sectors.They are connected by a single question:

How do we turn knowledge into experience, and experience into something that can take root in a community?

What we want to do in Kochi is not bring in finished products from outside.It is to work with local knowledge, culture, nature, and challenges, and build forms of implementation that are unique to that place.

Not more branches, but a stronger cycle

What Snowlion truly seeks is not to increase the number of offices we operate.

Our aim is to create a cycle in which knowledge and experience from one region are not confined there, but passed on to another place—where they can be reinterpreted, reshaped, and grown into something new.

Knowledge from recovery and disaster resilience in Sendai.Healthcare and disaster medicine layered onto that knowledge.New local applications in Kochi through education, tourism, and regional resources.And from there, a broader vision that extends beyond Japan to the Pacific region.

Knowledge alone does not change society.Delivery alone is not enough.

Only when knowledge is understood, shared, used, inherited, and translated into action does it become a real social force.

That transformation is the role Snowlion intends to serve.

Collaboration with local partners is essential

This vision cannot be realized by Snowlion alone.

It depends on collaboration with local companies, municipalities, community organizations, educational institutions, and research institutions. Only with their accumulated knowledge, practical insight, and on-the-ground experience can truly relevant and sustainable community-based implementation take shape.

We do not seek to bring solutions from outside and impose them on a region.We seek to organize together, design together, and return value to society together.

What we want to grow in Sendai and Kochi is not simply a branch office.It is a living structure that continues to circulate within the region.

What we want to deliver is not just content.Nor is it simply polished, high-quality imagery.

What we want to deliver is the transformation of knowledge into experiences that lead to action.

To prevent the memory of disaster from fading.To ensure that the knowledge of recovery does not remain confined to one place.To translate research and education into forms that can function in the real world.To open local resources toward the future.

To receive in Sendai, develop in Kochi, and carry forward into other regions.This is not just business expansion.

It is one of the social roles Snowlion believes it must now take on.

We will continue not only to accumulate knowledge, and not only to communicate it, but to transform it into experiences that keep moving within communities.
