県議会各会派の皆様と「災害体験VR」を通じた意見交換を実施

株式会社白獅子では、岡山県議会に所属される複数の会派の議員の皆様に、当社の災害体験VRをご体験いただく機会を設けました。

これまでに、岡山県自民党県議団の皆様には当社へご来社いただき、技術の活用や地域防災への応用に関するご意見をいただいてまいりました。

今回は、岡山県庁を訪問し、新たに国民・立憲民主党、みどり岡山、無所属の県議会議員の皆様にも、災害体験VRの活用事例をご紹介し、体験を交えた意見交換を行いました。

■ 災害は、立場を選ばず、突然やってきます。

災害が起きたとき、行政も、議会も、地域住民も、区別なくその影響を受けます。

だからこそ、防災・減災に関する取り組みは「党派」ではなく、「地域」や「人」と向き合う姿勢こそが重要だと私たちは考えています。

実際に今回の意見交換の場では、

• 住民避難の初動判断

• 行政と議会の役割分担

• VRによる住民啓発の具体的可能性など、多様な視点から真摯な議論が交わされました。

  
  

■ 立場や制度を超えて、“命を守る共通語”をつくる

当社では、政党や思想に関わらず、すべての行政担当者・政策決定者と連携する姿勢を大切にしています。

その理由は、

「どの会派であれ、守るべき命は同じ」

「様々な立場から意見を求める事で、防災対策の質が上がる」

それが、災害対応という分野の本質であると私たちは信じています。

弊社代表やスタッフの中にも、友人・知人が所属するさまざまな会派・関係機関とのつながりがあります。

それは私たちにとって、“距離を超える信頼のネットワーク”であり、技術と政策を橋渡しし、地域の防災力向上へ貢献する基盤でもあります。

■ 防災を“人と人の仕事”として可視化するVR

体験していただいた、私たちの提供する災害体験VRは、ただの疑似的な災害映像を視聴することや、シミュレーションの視覚化ではありません。

そこには、「人はなぜ逃げ遅れるのか」「どこで判断が止まるのか」「地域に合った声かけは何か」など、実際の避難行動と心理を視覚化するヒントが詰まっています。

今回、会派を越えてこの体験を共有いただけたことは、今後の行政提案や地域防災の取り組みにおいて、“共通の土台”を築く第一歩になると感じています。

■ 最後に：つなぐのは制度ではなく、人の意志

白獅子は、技術で制度を変えようとは考えていません。

私たちが変えたいのは、「人が自ら動きたくなる状況をどうつくるか」という日常の選択です。

災害が起きたとき、制度ではなく“隣の人の一言”が命を守る場面は少なくありません。

その一言を生み出すために、私たちはこれからも、人と人をつなぐ体験技術を真摯に磨いてまいります。

EN Exchange of Opinions with Parliamentary Groups of the Prefectural Assembly through "Disaster Experience VR"

Snowlion.Inc provided an opportunity for members of multiple parliamentary groups belonging to the Okayama Prefectural Assembly to experience our disaster simulation VR technology. Previously, members of the Okayama Prefecture Liberal Democratic Party parliamentary group visited our company, where we received their valuable input on technology utilization and applications for regional disaster prevention. This time, we visited the Okayama Prefectural Government and introduced disaster simulation VR use cases to members of the Democratic Party for the People and Constitutional Democratic Party of Japan prefectural federation, conducting discussions that included hands-on experiences.

Disasters Strike Suddenly, Regardless of Position

When disasters occur, government administration, assemblies, and local residents are all affected equally, without distinction. This is precisely why we believe that disaster prevention and mitigation efforts should focus not on "political parties" but on approaching "regions" and "people" with the right attitude. In fact, during this exchange of opinions, sincere discussions were held from diverse perspectives on topics such as:

• Initial decision-making for resident evacuation

• Role division between administration and assembly

• Specific possibilities for resident awareness-raising through VR

  
  

Creating a "Common Language for Protecting Lives" Beyond Positions and Systems

Our company values maintaining a collaborative stance with all administrative personnel and policy makers, regardless of political party or ideology. The reason for this is our belief that:

"Regardless of which parliamentary group, the lives we must protect are the same" "By seeking opinions from various positions, the quality of disaster prevention measures improves"

This is what we believe to be the essence of disaster response.

Among our company's representatives and staff, we have connections with various parliamentary groups and related organizations where our friends and acquaintances belong. For us, this represents a "network of trust that transcends distance" and serves as the foundation for bridging technology and policy to contribute to improving regional disaster preparedness capabilities.

VR That Visualizes Disaster Prevention as "Human-to-Human Work"

The disaster simulation VR that we provided for your experience is not merely viewing simulated disaster footage or visualization of simulations. It contains hints for visualizing actual evacuation behavior and psychology, including "Why do people delay evacuation?", "Where do decisions get stuck?", and "What kind of community-appropriate communication is needed?". Having this experience shared across parliamentary groups feels like the first step toward building a "common foundation" for future administrative proposals and regional disaster prevention initiatives.

In Conclusion: What Connects Us Is Not Systems, But Human Will

Snowlion.Inc does not aim to change systems through technology. What we want to change is the everyday choice of "how to create situations where people want to take action themselves." When disasters occur, it is often not systems but "a word from the person next to you" that saves lives. To generate that crucial word, we will continue to sincerely refine our experiential technology that connects people to people.
