「逃げるべき時に逃げない」心理の正体

災害発生時に、避難が遅れてしまうケースは後を絶ちません。

行政の指示や警報が出ているにもかかわらず、多くの人が「様子を見よう」「まさか自分が被害に遭うなんて」と考え、避難行動が遅れるケースが多いと言われています。

その背後には、「正常性バイアス」や「楽観バイアス」といった人間の認知のクセが影響しています。

これは、突発的な変化や異常事態を「大したことはない」と無意識に解釈してしまう心理傾向であり、ある意味では心の安定を守る働きともいえます。

しかし災害時においては、このバイアスが命取りになる場合があります。

「知っている」と「行動できる」は別物

防災教育では、ハザードマップや避難経路の確認、被害予測の情報提供が広く行われています。

しかし知識を得ただけでは人は動かないことが、数々の災害時の事例から明らかになっています。

「逃げるべきだった」と後から認識しても、その瞬間には「大丈夫だろう」と判断していたという証言が多く残されています。

この“判断ミス”を是正するには、単なる知識の詰め込みではなく、「感情と記憶に結びつく体験→防災意識向上→行動変容→習慣化」が必要であると私たちは考えています。

「体験」を通じてバイアスに“気づく”教育へ

私たちが手掛ける災害体験VRは、まさにこの「体験を通じた気づき」に着目しています。通常の防災訓練では得られない、自分の心と向き合う内面的な学びを促すよう設計されています。

なぜ“知るだけ”から“自ら作る”へ変わるのか？ 龍野北高校での挑戦

災害時、避難遅れの背景には「自分だけは大丈夫」と信じ込んでしまう正常性バイアスや「なんとかなるだろう」と安易に考える楽観バイアスがあります。

そして、これらは知識だけの防災教育ではなかなか克服できません。

兵庫県立龍野北高校では、そんな課題に真正面から挑む取り組みが行われています。

生徒たちが自らVR体験を作り、地域へ展開することで、あらゆる世代への防災への“当事者意識”と“共有意識”を深め、地域や家族で話し合う機会を設けます。

VR体験だけで終わらない、地域全体を巻き込む仕組み

このプログラムでは、

1. 学生、生徒たちが自分たちで災害体験VRを体験

2. 教室内や地域の危険箇所や避難行動を議論

3. 360度VRカメラ / CG（Blender等使用）で、生徒たちが自らコンテンツを制作

4. 地域住民も含めたVR体験を共有

これにより、限られた「防災意識の高い層」だけでなく、地域の若い世代が発信する事で、日常では関心の低い人々にも“防災を自分のこと”として捉える動機を生み出しています。

結果として、生徒たちだけでなく地域コミュニティ全体に「共有された知見と行動」が拡がりつつあります。

今年の9〜11月は、防災イベントや学校行事のピークシーズンに当たります。

私たちの提案する災害体験VRや制作プログラムは、すでに多くのお申し込みをいただいており、レンタル枠がほぼ埋まりつつあります。

The Psychology Behind "Not Evacuating When You Should"

Cases of delayed evacuation during disasters continue to occur persistently. Despite administrative instructions and warnings being issued, many people think "let's wait and see" or "surely I won't be affected," leading to delayed evacuation actions in many cases.

Behind this lies the influence of human cognitive biases such as "normalcy bias" and "optimism bias." This is a psychological tendency to unconsciously interpret sudden changes or abnormal situations as "nothing serious," which in a sense serves to protect mental stability. However, during disasters, this bias can be fatal.

"Knowing" and "Being Able to Act" Are Different Things

In disaster prevention education, hazard map verification, evacuation route confirmation, and damage prediction information provision are widely conducted. However, it has become clear from numerous disaster cases that people do not act based on knowledge alone. Many testimonies remain of people who later recognized they "should have evacuated" but judged "it would be okay" in the moment. To correct this "misjudgment," we believe that rather than simply cramming knowledge, "experience linked to emotion and memory → improved disaster awareness → behavioral change → habit formation" is necessary.

Education to "Recognize" Bias Through "Experience"

The disaster experience VR that we at Snowlion develop focuses precisely on this "awareness through experience." It is designed to promote internal learning that involves confronting one's own mind, which cannot be obtained through ordinary disaster drills.

Why Change from "Just Knowing" to "Creating by Oneself"? The Challenge at Tatsuno North High School

Behind delayed evacuation during disasters lie normalcy bias, where people convince themselves "I alone will be fine," and optimism bias, where they casually think "things will work out somehow." These biases are difficult to overcome through knowledge-only disaster prevention education. At Hyogo Prefectural Tatsuno North High School, initiatives are being undertaken that directly confront such challenges. A System That Doesn't End with Just VR Experience but Involves the Entire Community

This program involves:

1. Students experiencing disaster experience VR themselves

2. Discussing classroom and community danger spots and evacuation actions

3. Students creating content themselves using 360-degree VR cameras / CG (using Blender, etc.)

4. Sharing VR experiences including community residents This creates motivation for people with typically low interest to consider "disaster prevention as their own matter" through young generation communication, rather than limiting to the "highly disaster-conscious demographic." As a result, "shared knowledge and actions" are spreading not only among students but throughout the entire community.

   
   

Disaster Experience VR for Taking New Steps: Fall-Winter Reservation Slots Nearly Full

September through November this year corresponds to peak season for disaster prevention events and school activities. Our proposed disaster experience VR and production programs have already received many applications, with rental slots nearly filled.
