防災への「熱量」と現場で回る“行動変容”の設計——防災プラットフォームテクノロジー展2026

内閣府が設置・運営する「防災×テクノロジー官民連携プラットフォーム（防テクPF）」の展示会（第12回マッチングセミナーの技術展示）が、東京で開催されました。

会場は、有楽町駅からほど近い丸の内の「Tokyo Innovation Base（TIB）」。 国内外のスタートアップや支援者など、多様な人々が出会い、コミュニティを形成する“先進的な場所”です。 交通の便の良さも相まって、来場者・出展者ともに非常に多く、会場全体が熱気に包まれていました。 素晴らしい快晴と共に、年々高まっていく「備え」への意識を直接感じる一日となりました。 白獅子が共有したこと：体験で終わらせず、地域に“展開できる”防災へ

株式会社白獅子としては、主に次の二つを軸に展示・情報共有を行いました。

1）「災害体験VR」の展示デモ

私たちの災害体験VRは、これまで多くの自治体・団体・企業で活用され、リース／販売を通じて、約140自治体での運用、延べ13万人を超える体験機会につながってきました。

そして何より、これまで事故や怪我が一件もないこと。

これは偶然ではなく、「現場で回す」ための設計と運用の積み重ねの結果だと考えています。

2）体験後の“防災教育の展開”と、感染症対策VRの活用

体験は入口に過ぎません。

大切なことは、体験を「振り返り」へ接続し、行動の選択肢を具体化し、次の行動へ移せる状態をつくることだと私たちは考えています。 また災害医療の文脈では、感染症対策VRを用いた教育も紹介し、避難所や医療現場における“見えないリスク”を可視化し、理解を実装へつなげるアプローチを共有しました。

「防災意識の低い層」へ、どう届けてきたか

防災の発信は、意識の高い人に向けるだけでは十分ではありません。

むしろ社会の大多数は、「重要だと分かっていても、行動できない」層です。

私たちは、ここに真正面から向き合っています。

そのために、再現する災害の3C映像の品質のみではなく、以下の内容を重点的に設計、提供しています。

• 誰でも扱える導線（機材・設置・体験の進行が属人化しない）

• 安全に回すための運用設計（説明、誘導、体験中の注意、終了後の整理まで）

• 費用対効果の高い展開（短時間でも学びが残り、地域へ横展開できる）

• そして、行動変容 → 習慣化へつなぐ“継続の仕組み”

  
  

今回の展示会でも、こうした「ノウハウの中身」こそが、自治体・企業・教育現場の皆さまにとって実装の鍵になると考え、できる限り具体的にお伝えできる貴重な機会となりました。

発信の場をつくる人、支える人、来てくださる人

The “Energy” Behind Disaster Preparedness and Designing Behavior Change That Works in the Field — Disaster Platform Technology Expo 2026

A technology exhibition held as part of the Cabinet Office–established and operated Public–Private Partnership Platform for Disaster Risk Reduction × Technology (BOSAI-Tech PF)—the technical showcase of the 12th Matching Seminar—took place in Tokyo.

The venue was Tokyo Innovation Base (TIB) in Marunouchi, just a short walk from Yurakucho Station. It is an advanced hub where diverse people—startups and supporters from Japan and abroad—come together and form communities.Thanks also to its excellent accessibility, the event drew a large number of both visitors and exhibitors, and the entire venue was filled with palpable excitement. It was a day in which we could directly feel the growing public awareness of “preparedness” year by year.

What Snowlion Shared: Moving Beyond “Just the Experience” to Preparedness That Can Scale Locally

At Snowlion Inc., we focused our exhibition and information sharing on two main pillars:

1) Demonstration of our “Disaster Experience VR”

Our Disaster Experience VR has been utilized by many municipalities, organizations, and companies. Through leasing and sales, it has been operated in approximately 140 municipalities and has provided experiences for more than 130,000 participants in total.

Above all, we are proud that there have been zero accidents or injuries to date.

We believe this is not by chance, but the result of continuously refining the design and operational know-how required to make VR training truly work in real-world settings.

2) Post-experience Disaster Education and the Use of Infection Control VR

An experience is only the entry point.

What matters is connecting that experience to reflection, making action options concrete, and creating a state in which people can move into their next step.

In the context of disaster medicine, we also introduced education using our Infection Control VR, sharing an approach that visualizes “invisible risks” in evacuation shelters and medical settings and bridges understanding to real-world implementation.

Reaching People With Low Disaster-Preparedness Awareness

Disaster preparedness communication is not sufficient if it only reaches those who are already highly aware.

In fact, the majority of society consists of people who understand its importance, yet do not take action.

We face this reality head-on.

For that reason, we do not focus solely on the visual quality of our 3DCG disaster simulations. We place particular emphasis on designing and delivering:

• User-friendly flow (so equipment setup and facilitation do not depend on specific individuals)

• Operational design for safe execution (briefing, guidance, safety considerations during the experience, and post-session wrap-up)

• High cost-effectiveness and scalability (learning remains even in a short session and can be expanded across communities)

• And a continuity mechanism that connects behavior change → habit formation

This exhibition became a valuable opportunity to communicate, as concretely as possible, that this “operational know-how” is precisely what becomes the key to implementation for municipalities, companies, and educational institutions.
