RC-77研究会における『災害体験VR』取り組み

今年度も東京大学生産技術研究所・目黒研究室が主催するRC-77「防災ビジネスの創造と育成に関する研究会」へ参加し、弊社の災害体験VRをご体験いただきました。

RC-77研究会について

RC-77「防災ビジネスの創造と育成に関する研究会」は、東日本大震災の教訓を踏まえ、東京大学生産技術研究所・目黒研究室により設立された特別研究会です。

現在の国や自治体の財政状況や少子高齢人口減少を考慮すると、今後の巨大災害への取り組みは「貧乏になっていく中での総力戦」と位置づけられており、従来の公助に頼る防災対策から、自助・共助を促進する持続可能な仕組みの構築が急務となっています。

RC-77研究会の目的は、大学と産業界の知恵と資源を有効活用し、わが国を襲う様々な災害から市民の生命と財産を守り、発生する被害の最小化に貢献する新しい魅力ある防災ビジネスの創造と育成です。

防災への取り組みをビジネスとして成立させ永続化させるという考え方や、防災は一つの企業では完結しないという理念に基づき、産官学の連携によって持続可能な防災システムの構築を目指しています。

特に重要なのは、防災対策を「コストからバリュー」へ、さらに「フェーズフリー」なものへと転換することが研究会の特徴です。

従来のコスト型防災対策は「一回やれば終わり、継続性がない、効果は災害が起こらないとわからない」ものでしたが、バリュー型防災対策は「災害の有無にかかわらず、平時から組織や地域に価値やブランド力をもたらし、継続される」ものとなります。

白獅子の取り組みとデジタルツイン研究

私たち白獅子は、様々な研究機関と協力して「災害体験VR」「医療VR」の開発・展開を行っております。 特にRC-77では「防災のビジネス化に特化」し、参加企業の皆様と共に研究を進めています。

現在、当社ではHazAwareVRの開発プロジェクトを東京大学生産技術研究所（目黒・沼田研究室）RC77研究会にて進めており、デジタルツインをテーマとした研究を行っています。 このプロジェクトは、現実の災害現象を仮想空間で正確に再現し、より効果的な防災教育を実現することを目指しています。 HazAwareVRについては、以下をご参照ください。 https://www.snowlion.co.jp/post/hazawarevrdevelopment

当社のVRは、岡山大学・岡山市消防局との共同研究（内閣官房「国土強靭化計画」レジリエンスアワード優秀賞受賞）により構築された実証知見と、京都大学防災研究所との連携開発で磨かれた体験設計技術に基づいています。

私たちの開発するものは、単なる映像ではなく、行動変容と自助・共助意識の醸成を目指す教材として設計されています。

災害はいつ発生するか分からないという現実の中で、一人でも多くの命を救うためには、多くの方に災害の現実を届けることが不可欠です。

そのためにはビジネス化は必須であり、得られた利益を新たな調査や開発に還元することで、より効果的で持続可能な防災啓発を実現したいと考えています。

現在、東日本大震災で甚大な被害を受けた地域への拠点創設も準備中です。 実際に災害を経験した地域の貴重な情報、当時被災された方々の記憶、そして復興への歩みから得られる教訓を基に、よりリアルで切実な災害体験VRを作成します。

これらの体験を、これから災害が懸念される地域へ確実に伝えることが、企業と研究機関の性質を併せ持つ白獅子の使命であると考えています。 被災地で培われた知見を、未来の防災に活かし、災害による被害を最小限に抑える社会の実現に貢献してまいります。

EN RC-77 Research Initiative: Disaster Experience VR Efforts This year, we once again participated in RC-77 "Research Association for the Creation and Development of Disaster Prevention Business" hosted by the Meguro Laboratory at the Institute for Industrial Science, University of Tokyo, where our disaster experience VR was demonstrated and experienced.

About RC-77 Research Association

RC-77 "Research Association for the Creation and Development of Disaster Prevention Business" is a special research association established by the Meguro Laboratory at the Institute for Industrial Science, University of Tokyo, based on lessons learned from the Great East Japan Earthquake.

Considering the current financial situation of national and local governments and the declining birthrate with an aging population, future approaches to mega-disasters are positioned as "total warfare in the midst of becoming poorer." There is an urgent need to shift from traditional disaster prevention measures that rely on public assistance to building sustainable mechanisms that promote self-help and mutual assistance.

The purpose of the RC-77 Research Association is to effectively utilize the wisdom and resources of universities and industry to protect citizens' lives and property from various disasters that strike Japan, and to create and foster new attractive disaster prevention businesses that contribute to minimizing damage.

Based on the concept of making disaster prevention efforts sustainable as businesses and the principle that disaster prevention cannot be completed by a single company alone, we aim to build sustainable disaster prevention systems through industry-academia-government collaboration.

What is particularly important and characteristic of the research association is the transformation of disaster prevention measures from "cost to value" and further to "phase-free" approaches.

Traditional cost-type disaster prevention measures were "one-time efforts with no continuity, and their effectiveness could only be understood when disasters occurred." However, value-type disaster prevention measures become "those that bring value and brand power to organizations and communities during normal times regardless of the presence or absence of disasters, and are sustained."

Snowlion's Initiatives and Digital Twin Research

We at Snowlion.Inc collaborate with various research institutions to develop and deploy "disaster experience VR" and "medical VR." Particularly in RC-77, we "specialize in the commercialization of disaster prevention" and conduct research together with participating companies.

Currently, our company is advancing the HazAwareVR development project at the RC77 Research Association of the Institute for Industrial Science, University of Tokyo (Meguro-Numata Laboratory), conducting research themed on digital twins. This project aims to accurately reproduce real disaster phenomena in virtual space and realize more effective disaster prevention education. Our VR is based on empirical knowledge constructed through joint research with Okayama University and Okayama City Fire Department (awarded the Excellence Prize at the Cabinet Secretariat's "National Resilience Plan" Resilience Award) and experience design technology refined through collaborative development with the Disaster Prevention Research Institute of Kyoto University.

What we develop is not merely video content, but educational materials designed to promote behavioral change and foster self-help and mutual assistance awareness.

Our Mission and Philosophy

In the reality that disasters can occur at any time, it is essential to deliver the reality of disasters to as many people as possible in order to save as many lives as possible. For this purpose, commercialization is essential, and we aim to realize more effective and sustainable disaster prevention awareness by reinvesting the profits obtained into new research and development.

Based on this philosophy, we believe it is important to propose specific cooperation to government agencies and companies and put it into practice.

Learning from Disaster-Affected Areas for Future Generations

Currently, we are also preparing to establish a base in areas that suffered severe damage from the Great East Japan Earthquake. Based on valuable information from areas that actually experienced disasters, memories of those who were affected at the time, and lessons learned from the path to recovery, we will create more realistic and urgent disaster experience VR.

It is the mission of Snowlion.Inc, which combines the characteristics of both a company and a research institution, to reliably convey these experiences to areas where disasters are anticipated in the future. We will contribute to the realization of a society that minimizes damage from disasters by applying the knowledge cultivated in disaster-affected areas to future disaster prevention.

The Future We Aim for Together

Through industry-academia-government collaboration in the RC-77 Research Association, we will build mechanisms where disaster prevention measures fulfill their original purpose of "saving as many lives as possible" while simultaneously developing as sustainable businesses.

We will work together with local governments and research institutions toward the realization of a safer and more secure society by applying lessons learned from disasters to future disaster prevention.
