【納品完了は始まりです】〜広島県庁の「自然災害VR」導入と私たちの納品後の取り組み

このたび、広島県庁様へ「自然災害VR」を提供いたしました。 先ずは納品までのご支援とご協力に心より感謝申し上げます。

私たち株式会社白獅子の防災VR開発において、「納品完了」はゴールではありません。 そこからが本当のスタートだと考えています。

「納品後こそ“運用支援”が大切」というのが私たちのスタンス

VRの防災教育コンテンツは、機材と映像だけで成立するものではありません。実際に人に伝え、体験していただくには「どう見せるか」「どう説明するか」「どんな声が届くか」という運用ノウハウが重要です。

テロップや追加情報も「地域特性」に合わせて

360°CGで再現された災害映像は、視覚的な衝撃と気づきを与える強力なツールですが、より地域の現実に沿った「伝わる防災教育」を実現するには、その上に重ねる「人の言葉の力」が欠かせません。

例えば、地元の地形に応じた避難時間や過去の災害事例、地域独自の備えなどをテロップやナレーションとして挿入することが可能です。

私たちは、京都大学防災研究所、岡山大学、また東京大学生産技術研究所での専門家との共同研究や指導、交流を通して蓄積された知見を活かし、本来のリアルさを映像コンテンツに込めて、開発を重ねていく行く事を重要視しています。

コンテンツは更新しながら“育てる”もの

またVRコンテンツは一度作って終わりではありません。私たちの提供するシステムは、映像の入れ替えやコンテンツの追加が柔軟に行える設計となっています。

災害状況や教育ニーズの変化にあわせて、常に最新の教材としてアップデートできるのが大きな特徴です。将来的には、火災・感染症・避難誘導・避難所運営、トリアージ、自助共助の意識啓発など、さまざまなテーマの追加も提案可能です。

私たちが届けたいのは「伝わる力」です

VR技術や3DCGの美しさを追求するだけでなく、それを通じて人の命と地域を守る“伝わる教育”を届けたい。

私たちは、これまで積み重ねてきた研究機関・教育機関・現場での実践経験を活かし、機材の先にいる「教育する人」「伝える人」を支えることを大切にしています。

We are pleased to announce the delivery of our “Natural Disaster VR” to the Hiroshima Prefectural Government.

First, we would like to express our sincere gratitude for your support and cooperation throughout the delivery process.

For us at Hakushishi Co., Ltd., “delivery completion” in disaster prevention VR development is not the end goal.

We believe it’s where the real journey begins.

“Post-Delivery Operational Support is Essential” - Our Stance

VR disaster education content cannot function solely with equipment and visuals.

To effectively communicate and provide experiences to people, operational know-how regarding “how to present it,” “how to explain it,” and “what feedback to collect” is crucial.

Until now, we have not only provided equipment operation support at various disaster prevention events and training sites but have also accumulated experience and improvement points through guiding visitors and enhancing exhibitions.

For this project as well, we hope to propose effective utilization methods by supporting initial events at Hiroshima Prefecture.

Captions and Additional Information Tailored to “Regional Characteristics”

While disaster scenes recreated in 360° CG are powerful tools that provide visual impact and awareness, the “power of human words” layered on top is essential to create disaster education that truly resonates with local realities.

For example, it’s possible to insert captions and narration about evacuation times based on local topography, past disaster cases, and region-specific preparedness measures.

We place great importance on incorporating authentic realism into our video content by leveraging knowledge accumulated through collaborative research, guidance, and exchanges with experts at the Disaster Prevention Research Institute of Kyoto University, Okayama University, and the Institute of Industrial Science at the University of Tokyo.

Content Should Be “Nurtured” Through Updates

VR content is not something you create once and forget.

Our system is designed to flexibly replace videos and add content.

A major feature is the ability to always update it as the latest educational material in response to changes in disaster situations and educational needs.

In the future, we can propose adding various themes such as fire, infectious diseases, evacuation guidance, evacuation center management, triage, and raising awareness of self-help and mutual assistance.

What We Want to “Deliver” is the Power of Effective Communication

Beyond pursuing VR technology and beautiful 3DCG, we want to deliver “effective education” that protects lives and communities.

We value supporting the “educators” and “communicators” behind the equipment by utilizing our accumulated experience with research institutions, educational institutions, and practical field applications.

Rather than ending with delivery, we see this as an educational tool that we grow together—
