See, Change, Act！──覚醒を生む体験設計と災害教育の標準化

2026年1月30日、台湾・高雄市の国立陽明交通大学（NYCU）高雄キャンパスにて開催される「日台災害リスク軽減カンファレンス」に登壇し、当社が進めてきた防災教育・災害医療領域でのXR活用、共同研究の取り組み、そして今後の展開構想について講演します。

本カンファレンスは、極端気象・地震・複合災害の頻度が高まるアジア太平洋地域において、「レジリエントな社会の構築」を共通課題として捉え、都市ガバナンス、予測技術、産業・エネルギー領域の防災ソリューションまでを横断し、日台の官学産が議論する場として企画されています。

日台災害リスク軽減カンファレンス（高雄）について

午前は開会式と基調講演、午後は都市の経験交流、予測とソリューション技術、さらにハイテク・新エネルギー分野の防災レジリエンスまでが議題として組まれています。

当社は、セッション3「防災予測とソリューション技術」のうち、ソリューション技術（日本企業）枠で登壇し、研究支援の現場で培った「体験設計」と「教育の標準化」について共有します。

なぜ今、「知っているのに動けない」を扱うのか

災害は情報不足が問題に見えがちですが、現場ではむしろ「判断が止まる」ことが被害を拡大させます。

• 何をすべきかは知っている

• しかし、いざという瞬間に身体が動かない

• 判断点（意思決定の分岐）で止まる

この「止まり」を減らすには、知識の伝達だけでは足りません。判断点を事前に起動し、身体感覚として“通しておく”教育設計が必要です。

体験＝感覚の言語──言語を超えて届くもの

体験は、言語を超えて届きます。

言い換えるなら、「体験は『感覚の言語』」です。

• 見た／怖かった、で終わらせない

• どこで迷い、何が判断を止めたのかを可視化する

• 次に同じ状況が来た時、判断が動く状態を維持する

See / Change / Act：三層モデルで“教育を標準化”する

講演では、体験を「一回のイベント」にせず、教育として成立させるための三層モデルを紹介します。

See = Scenario（判断点を含む状況をつくる）

災害時の判断点を含むシナリオを用意し、受講者が“止まる瞬間”を体験できる状況を設計します。

Change = Reflection（理由を言語化し、判断基準を更新する）

体験後に振り返りを行い、「なぜ止まったのか」「何を根拠に判断したのか」を言語化します。ここで判断基準が更新され、覚醒が起きます。

Act = Data（行動を記録し、教育を改善して“続く行動”にする）

行動を記録し、教育設計を改善します。これにより属人的な指導から離れ、“続く行動”の標準化へ進みます。

事例紹介：教育／検証／仕組み化

講演では、短い動画・要点提示で、次の事例を紹介します。

事例①（教育）兵庫県立龍野北高校

「防災教育として成立している」ことを示す事例です。

学校現場で扱える粒度、学びの導線、継続性を重視しています。

事例②（評価・検証）岡山大学 × 岡山市消防局

「行動検証（比較・指標化）できる」ことを示す事例です。体験を“やった／やらない”で終えず、行動の差分を扱い、改善に接続します。

事例③東京大学生産技術研究所での共同研究開発

自助・共助を“仕組み化”する観点として紹介します。

防災は個人の努力に寄りかかると続きません。

続く構造を、教育・地域の運用へ接続することが重要です。

高知に「環太平洋防災教育推進拠点」を創設します

当社は、2026年2月より、高知市に新たな拠点を設け、「環太平洋防災推進拠点（ハブ）」として機能させます。

環太平洋地域は、地震・津波・台風・豪雨など自然災害の影響を受けやすい一方で、地域ごとに文化・制度・教育設計が異なります。

• 教育と訓練の共通基盤をつくる

• 各地の事情に合わせてローカライズできる

• それでも評価と改善の枠組みは共通化する

この両立を、研究、教育支援としツール提供の形で推進します。

また、拠点構想は「宣言」で終わらせません。共同研究／共同開発（開発費を含む）を募集し、成果物を明確に提示したうえで、環太平洋での共創を進めます。

具体的な行動として、“医療、防災に対する研究者や教育、指導担当者の方と行あた動変容→習慣化を必要とする多くの方と繋ぐ”ツール設計・開発です。

• 現場の暗黙知を、体験設計へ落とす

• 体験を、評価できる形に整える

• 運用まで含めて「続く導線」を設計する

私たちのXR技術は「人を集めるだけの道具」ではなく、意思決定を前に進めるための実装手段になると考えています。

複合危機の時代に、環太平洋で“共通の学び”をつくる

世界には自然災害だけではなく、世界各国で、地政学的緊張、サプライチェーン、感染症など、複合危機が進んでいます。

『地域の人の安全を守る教育・訓練を、「体験→振り返り→データ改善」という循環で標準化し、環太平洋で共創する。』その第一歩として、国立陽明交通大学から発信できることを、大変光栄に思います。

Title See, Change, Act! – Experience Design That Awakens Consciousness and Standardization of Disaster Education On January 30, 2026, I will present at the "Japan-Taiwan Disaster Risk Reduction Conference" held at the Kaohsiung Campus of National Yang Ming Chiao Tung University (NYCU) in Kaohsiung, Taiwan. I will discuss Snowlion Inc.'s work in utilizing XR for disaster prevention education and disaster medicine, our collaborative research initiatives, and our vision for future development.

This conference is designed as a platform for government, academia, and industry from Japan and Taiwan to discuss "building resilient societies" as a common challenge in the Asia-Pacific region, where extreme weather, earthquakes, and compound disasters are increasingly frequent. The discussion will span urban governance, prediction technologies, and disaster prevention solutions in industry and energy sectors.

About the Japan-Taiwan Disaster Risk Reduction Conference (Kaohsiung)

The morning session will feature opening ceremonies and keynote speeches, while the afternoon will cover urban experience exchanges, prediction and solution technologies, and disaster resilience in high-tech and new energy sectors.

Snowlion Inc. will present in Session 3, "Disaster Prevention Prediction and Solution Technologies," specifically in the Solution Technologies (Japanese Companies) segment, where we will share our "experience design" and "educational standardization" approaches developed through our work supporting research.

Why Address "Knowing but Unable to Act" Now?

While disasters may appear to be problems of insufficient information, in reality, it is "decision paralysis" that amplifies damage in the field.

• People know what they should do

• Yet in critical moments, their bodies won't move

• They freeze at decision points (branching moments in decision-making)

To reduce this "paralysis," knowledge transmission alone is insufficient. We need educational design that activates decision points in advance and establishes them as embodied sensations.

Experience = The Language of Sensation – What Reaches Beyond Words

Experience transcends language.

In other words, "experience is the 'language of sensation.'"

• Not stopping at "I saw it / It was scary"

• Visualizing where hesitation occurred and what stopped the decision

• Maintaining a state where decisions can be made when the same situation arises again

See / Change / Act: Standardizing Education with a Three-Layer Model

In my presentation, I will introduce a three-layer model for establishing experience not as a "one-time event" but as education.

See = Scenario (Creating situations that include decision points)

We design scenarios containing decision points during disasters, creating situations where participants can experience "moments of paralysis."

Change = Reflection (Verbalizing reasons and updating decision criteria)

After the experience, reflection sessions verbalize "why did I freeze?" and "what basis did I use for my decision?" This updates decision criteria and creates awakening.

Act = Data (Recording actions, improving education, and creating "sustained action")

We record actions and improve educational design. This moves away from person-dependent instruction toward standardization of "sustained action."

Case Studies: Education / Validation / Systematization

The presentation will introduce the following cases with brief videos and key points:

Case ① (Education): Hyogo Prefectural Tatsuno Kita High School

This case demonstrates that it "functions as disaster prevention education." We emphasize granularity manageable in school settings, learning pathways, and continuity.

Case ② (Evaluation/Validation): Okayama University × Okayama City Fire Department

This case shows that "behavioral validation (comparison and indexing) is possible." Rather than ending with whether the experience was "done or not done," we address behavioral differences and connect them to improvement.

Case ③: Joint Research and Development at the Institute of Industrial Science, University of Tokyo

This is introduced from the perspective of "systematizing" self-help and mutual aid. Disaster prevention cannot be sustained when it relies on individual effort. It's crucial to connect sustainable structures to education and community operations.

Establishing the "Pacific Rim Disaster Prevention Education Hub" in Kochi

Starting February 2026, Snowlion Inc. will establish a new base in Kochi City to function as the "Pacific Rim Disaster Prevention Hub."

The Pacific Rim region is susceptible to natural disasters such as earthquakes, tsunamis, typhoons, and torrential rains, yet each area differs in culture, systems, and educational design.

• Creating a common foundation for education and training

• Enabling localization to suit each region's circumstances

• While still maintaining a unified framework for evaluation and improvement

We will promote this dual approach through research, educational support, and tool provision.

Moreover, we won't end this hub concept with mere "declarations." We are soliciting joint research/development projects (including development funding), and will advance Pacific Rim co-creation by clearly presenting deliverables.

Specifically, we will design and develop tools that "connect researchers and educators in medicine and disaster prevention with the many people who need behavioral change leading to habit formation."

• Translating tacit field knowledge into experience design

• Organizing experiences into evaluable formats

• Designing "sustainable pathways" including operations

We believe our XR technology is not merely a "tool for gathering people," but an implementation method for advancing decision-making.

Creating "Common Learning" Across the Pacific Rim in an Era of Compound Crises

The world faces not only natural disasters but also compound crises including geopolitical tensions, supply chain disruptions, and infectious diseases across nations.

"We standardize education and training to protect regional populations through the cycle of 'experience → reflection → data improvement' and co-create across the Pacific Rim." I am deeply honored to be able to share this first step from National Yang Ming Chiao Tung University.
