防テクPF徳島 出展レポート ― 南海トラフを見据え、行動変容を促すVR体験を

2025年10月10日（金）、徳島県開催された「防テクPF（防災テクノロジー・プラットフォーム）徳島」に出展いたしました。

採択してくださった内閣府主催者の皆様、関係各位、そしてブースへ足を運んでくださった多くの来場者の皆様に、心より御礼申し上げます。

南海トラフを見据えた徳島での展示の意義

徳島県は海岸線が長く、特に南部地域では南海トラフ地震発生時に大規模な津波被害が想定されています。

今回の展示では、「いざという時、どう判断し、どう行動するか」を体験を通して考えることを目的に、災害・医療・感染症など複合的な危機対応をVRで可視化しました。

白獅子が開発する「災害体験VR」は、単なる映像教材ではなく、体験によって“意識の変化 → 行動変容 → 習慣化”を促す教育ツールです。

このアプローチは、レジリエンスアワード受賞など、国にも評価された“行動変容型VRコンテンツ”として高く評価されています。

10万人以上が体験 ― 現場で寄せられた声

これまで全国の自治体・企業・教育機関への導入やレンタルを通じて、累計10万人以上の方々に体験いただいています。

今回の展示では、次のような声が多く寄せられました。

「怖いほどリアルだったけれど、だからこそ“自分ごと”として考えられた。」

「再現の品質が高い。自治体の広報や学校教育に、このまま使いたい。」 「津波避難や火災の場面で、今まで見落としていた“判断の遅れ”に気付いた。」

私たちは“恐怖の再現”ではなく、あくまで“冷静な判断を導くためのリアリティ”を目指しており、ある程度の緊張感を伴う体験こそが、防災意識を日常行動へと変える第一歩だと考えています。

技術と研究の融合 ― 精密なCG表現と高い教育効果

白獅子のVRコンテンツは、劇場用CG制作・物理演算シミュレーション技術を応用し、水害・火災・津波などを科学的根拠に基づいて再現しています。この緻密な再現性が、心理的リアリティを高め、教育効果を最大化します。

さらに、京都大学防災研究所、岡山大学病院、愛媛大学防災センターなどと連携し、防災・医療・行動心理の専門知見を統合した研究開発を推進しています。

一人でも多く、1秒でも早く

今、私たちが目指しているのは、「一人でも多くの人に、1秒でも早く“体験”を届けること」です。

災害は待ってはくれません。 だからこそ、完全社内開発により、コストよりも使命を優先し、「誰にでも届くVR」を目指して開発・提供を続けています。

体験を通じて、一人でも多くの方が冷静に判断し、自ら・家族・地域を守る行動につなげていただければ幸いです。

今回の防テクPF徳島でも、多くの出会いと気付きがありました。 防災・医療・教育を結ぶこの取り組みを、今後も地域とともに深化させてまいります。

We would like to express our sincere gratitude to the Cabinet Office organizers who selected us, all related parties, and the many visitors who came to our booth.

Significance of the Exhibition in Tokushima in Anticipation of the Nankai Trough

Tokushima Prefecture has a long coastline, and particularly in the southern region, massive tsunami damage is anticipated in the event of a Nankai Trough earthquake.

The purpose of this exhibition was to help people think through experience about "how to judge and how to act when the time comes," visualizing complex crisis responses to disasters, medical emergencies, and infectious diseases through VR.

Snowlion's "Disaster Experience VR" is not merely video educational material, but an educational tool that promotes "awareness change → behavioral change → habit formation" through experience.

This approach has been highly evaluated as "behavior-changing VR content" recognized by the national government, including winning the Resilience Award.

Over 100,000 People Have Experienced It — Voices from the Field

Through implementation and rental to municipalities, corporations, and educational institutions nationwide, over 100,000 people have experienced our VR content to date.

At this exhibition, we received many comments such as:

"It was frighteningly realistic, but that's exactly why I could think of it as 'my own issue.'"

"The reproduction quality is high. We want to use this as-is for municipal public relations and school education."

"In the tsunami evacuation and fire scenes, I noticed 'delays in judgment' that I had previously overlooked."

"The visuals and sound have overwhelming presence. The completion level is high both for research and educational purposes."

We aim not for "reproduction of fear," but rather for "realism that guides calm judgment," and we believe that experiences with a certain level of tension are the first step in transforming disaster awareness into daily behavior.

Fusion of Technology and Research — Precise CG Expression and High Educational Effectiveness

Snowlion's VR content applies theatrical CG production and physics simulation technology to reproduce floods, fires, tsunamis, and other disasters based on scientific evidence. This meticulous reproducibility enhances psychological realism and maximizes educational effectiveness.

Furthermore, we are advancing research and development that integrates specialized knowledge in disaster prevention, medicine, and behavioral psychology through collaboration with Kyoto University Disaster Prevention Research Institute, Okayama University Hospital, Ehime University Disaster Prevention Center, and others.

What we are aiming for now is "delivering the 'experience' to as many people as possible, even one second sooner."

Disasters do not wait. That is why, through complete in-house development, we prioritize mission over cost and continue to develop and provide "VR accessible to everyone."

We hope that through experience, as many people as possible will make calm judgments and take actions to protect themselves, their families, and their communities.

At this Disaster Technology Platform Tokushima, we had many encounters and realizations. We will continue to deepen this initiative connecting disaster prevention, medicine, and education together with local communities.
