防災で最も根深い課題は、技術や知識が足りないことではありません。 「知っているのに、動けない」「訓練が続かない」「現場に定着しない」——この“運用の壁”です。

防災は、年1回の訓練で劇的に変えることは難しいと弊社では考えています。

• 訓練が“イベント化”し、行動につながらない。

• 担当者が替わると取り組みが途切れる。

1. 災害体験VR（体験展示）

災害の恐怖を見せることが目的ではありません。 「その瞬間にどう判断し、何を優先し、どう動くか」を体験の中で獲得し、現場の訓練・教育へ接続するためのVRコンテンツとして設計されています。

• 自治体：地域防災訓練、避難所運営、住民啓発、職員研修

• 企業：BCP、初動対応、従業員・家族向け防災教育

2. 環太平洋防災推進拠点のご紹介

自然・気象リスクが高い環太平洋地域において、研究者・教育者・地域リーダーへ向け、「防災教育の標準化（再現可能な学び方の型）」を届けるために、高知へ拠点を創設と展開についてご紹介します。 地域固有の事情を尊重しつつも、教育の品質を揃え、担い手が変わっても続く仕組みを目指します。

The Challenge in Disaster Prevention Lies Not in "Implementation" but in "Sustainability"

At Snowlion, we believe that disaster prevention cannot be dramatically transformed through annual drills alone.

• Training becomes "event-ized" and fails to translate into action.

• Initiatives discontinue when personnel change.

Disaster prevention cannot be completed by local governments or corporations alone. What We'll Introduce at the Event

1. Disaster Experience VR (Hands-on Exhibition)

The purpose is not to show the terror of disasters. This VR content is designed to help participants acquire "how to judge in that moment, what to prioritize, and how to act" through experience, connecting to on-site training and education.

• Local Governments: Regional disaster prevention drills, evacuation shelter operations, resident awareness, staff training

• Corporations: BCP, initial response, disaster prevention education for employees and families

• Education/Healthcare: Training design including disaster medicine and public health (infection control)

2. Introduction to the Ring of Fire Disaster Prevention Promotion Hub

In the Ring of Fire region with high natural and meteorological risks, we will introduce the establishment and development of a hub in Kochi to deliver "standardization of disaster prevention education (reproducible learning models)" to researchers, educators, and community leaders. While respecting region-specific circumstances, we aim to standardize educational quality and create systems that continue even when personnel change.

Disaster prevention can sometimes become more difficult as information increases. That's why what's needed is to physically possess "judgment criteria that enable action on the spot" and organizationally have "sustainable operational models." With this belief, we continue to develop our products through industry-academia-government-community joint development and research collaboration with researchers and experts.
